Trustee Areas Redistricting - 2010 Census
In 2008 the Monterey County Board of Education created five trustee areas within the Monterey Peninsula Community College District, changing the at-large election system to election by trustee area. Following each U.S. Census, Education Code 5019.5 specifies that current trustee area boundaries be evaluated to ensure equal population distribution within the allowed 10% deviation. In addition, Section 5 of the U.S. Voting Rights Act requires Monterey County jurisdictions to submit any changes affecting voting practices, including changes in boundaries, to the U.S. Department of Justice for preclearance.
The review of trustee area boundaries due to the 2010 Census began in March 2011. MPC's Board of Trustees appointed a Citizens Redistricting Advisory Committee on June 28, 2011 to assist in this review and ensure public input. The committee met twice and agreed to a redistricting plan adjusting the boundaries of trustee areas 1, 2, 3, and 5 for recommendation to the Board of Trustees. After two public hearings in August and September, the plan was approved by the Board of Trustees on September 27, 2011. The redistricting plan documentation was prepared and submitted to the U.S. Department of Justice, Civil Rights Division for preclearance under Section 5 of the Voting Rights Act, on March 6, 2012. With approval of preclearance by the Attorney General on April 25, 2012, the trustee area redistricting plan became effective.

The role of the committee is to review and recommend potential trustee area redistricting changes to the Board of Trustees. The ten member committee consists of two representatives from each of the five trustee areas established in 2008. Meetings of the committee are open to the public.
