The Monterey Peninsula College Governing Board welcomes you to the Governing Board of Trustees Regular Meeting. Anyone wishing to attend or participate in a meeting of the MPC Governing Board may do so via the Zoom link listed on the agenda.
To the members of the Monterey Peninsula Community College School District, community members, organizations and those radio stations, television stations, digital media, and newspapers of general circulation and all individuals who have requested in writing notice of meetings of the Governing Board.
Documents that are public records and are provided to the Governing Board regarding a Regular Meeting item on this Agenda will be made available for public inspection in the Superintendent Office at Monterey Peninsula College, 980 Fremont Street, Monterey, California, during normal business hours the Thursday preceding the meeting or online via BoardDocs, 72 hours before the meeting.
If you intend to submit documents at this meeting, the Brown Act requires you to bring enough copies for the Trustees and the audience when meeting in person.

In order to equitably facilitate public comments, please:
• Public comments submitted electronically by emailing GoverningBoard@mpc.edu no later than 5pm the day before the meeting. Written/electronic comments submitted later will be distributed to the governing at the following Board meeting.
• Comments should not exceed 500 words. Electronic submissions must be received prior to be distributed to the Governing Board to review.
• Please include in the email subject line: “Public Comments for the Governing Board Meeting of (insert meeting date).
• Please indicate in your email if you are addressing a specific agenda item or if you are making a comment regarding an item not on the agenda

On September 20, 2021, the District became aware that Governor Newsom signed Assembly Bill 361 (Rivas). AB 361, which sunsets on January 1, 2024, provides that during a declared State of Emergency, legislative bodies may continue to hold public meetings—and to make them accessible to the public—via telephonic or other electronic means without board members or the public physically present, subject to certain conditions outlined below.
The first time a public agency invokes AB 361:
*There must be a “proclaimed state of emergency”
*One of the following three circumstances must exist:
*state or local officials have imposed or recommended measures to promote social distancing;
*the meeting is held to determine, by majority vote, whether as a result of the emergency, meeting in person would present imminent risks to the health or safety of
attendees; or
*the majority of the legislative body has voted that, as a result of the emergency, meeting in person would present an imminent risk to the health or safety of
attendees.
The following is required for invocations of AB 361 for subsequent meetings:
*The proclaimed state of emergency must remain active; or
*state or local officials have imposed or recommended measures to promote social distancing; and
*not later than 30 days after teleconferencing for the first time under the AB 361 rules, and every 30 days thereafter, the legislative body shall make the following findings by majority vote:
*The legislative body has reconsidered the circumstances of emergency, and at least one of the following circumstances exist:
*The state of emergency continues to directly impact the ability of the members to meet safely in person; or
*state or local officials continue to impose or recommend measures to promote social distancing.
The requirement that each teleconference location is accessible to the public and that members of the public are able to address the legislative body at each teleconference location is suspended for public meetings held pursuant to AB 361. AB 361 also outlines notice and participation requirements by which the District currently adheres.
