Since 2000, voters have approved two bond measures to help MPC upgrade campus facilities. The Citizens’ Bond Oversight Committee monitors progress of bond-related projects and expenditures of funds.

Modernizing for the 21st Century

MPC opened in 1947 and a year later moved to converted Army barracks on the downtown Monterey campus. Rapid enrollment growth prompted construction of new facilities in the 1950s-1980s. But by the turn of the 21st century, many campus buildings needed safety upgrades, and updates were needed to accommodate modern technology. To that end, local voters approved bond measures in 2002 and 2020 to upgrade facilities. 

Measure V (2020)

Voters approved Measure V in 2020 to fund $230 million in improvements across MPC’s Monterey, Seaside, and Marina campuses – the largest facilities upgrade in MPC’s history.

The 2020-2025 Facilities Master Plan outlines the framework for improvements and development.  After the bond’s passage, a website established for community members to learn more about bond-funded projects.

Measure I (2002)

Measure I authorized $145 million in investments in MPC facilities, infrastructure, and equipment. Funds were also allocated to development of MPC’s Marina and Seaside campuses as part of the conveyance of property formerly belonging to Fort Ord military base.

Through the bond, MPC developed a 2004-2005 Physical Master Plan for both the Monterey campus and Fort Ord properties to provide guidance for immediate and long-term development.

Citizens’ Bond Oversight Advisory Committee (CBOC)

In 2003, the Board of Trustees established the The Citizens' Bond Oversight Committee to oversee expenditure of Measure I funds. In 2021, the committee was reformed to include oversight for Measure V projects.

Join the CBOC

The CBOC consists of a minimum of eight members appointed by the Board of Trustees. Members represent the local business community, a senior citizen's organization, students, a college support organization, taxpayer's organization, and the community at large.

The committee currently has multiple vacancies. Interested? You must be 18 years or older and may not be an MPC employee, vendor, consultant or contractor.

CBOC Meetings

The Oversight Committee meets quarterly in person on the MPC Campus. Meeting schedules, agendas, minutes, and meeting materials from 2021 to the present are available via BoardDocs.
