
Jessie R. Betancourt, Ph.D. Named New Dean of Instruction and Institutional Research at Monterey Peninsula College
Monterey Peninsula College (MPC) is pleased to announce Dr. Jessie R. Betancourt as the new Dean of Instruction and Institutional Research, providing leadership across academic operations, institutional research, planning, and continuous improvement to advance equitable student success and support the college’s strategic priorities.
In his previous role as Director of Dual Enrollment & K–12 Partnerships at MPC, Dr. Betancourt strengthened connections between secondary and postsecondary education through robust K–12 partnerships and data-informed decision-making. He used internal and external data to identify access gaps, evaluate program effectiveness, and guide decisions about where expanded courses and pathways could have the greatest impact. Through strategic enrollment management and cross-departmental collaboration, he significantly expanded dual enrollment across academic and career education disciplines and strengthened pathways between local schools and the college. He also led the establishment of early college pathways in high-demand, high-wage fields such as STEM and Allied Health, while the program earned state recognition for exemplary dual enrollment practices. Under his leadership, student participation in dual enrollment increased by 51% in just two years, significantly expanding access to college coursework and pathways for students throughout the region.
Holding a Ph.D. in Leadership from the University of the Cumberlands and a Master of Science in Counseling from California State University (CSU), Fresno, Dr. Betancourt began his own educational journey at a community college before transferring to CSU Monterey Bay. This experience continues to shape his commitment to equitable student access, support, and success.
Dr. Betancourt brings experience in educational leadership, research, data analysis, strategic planning, and program and curriculum development across K–12 and higher education. Prior to joining MPC, he led research, accountability, and special projects at Laton Unified School District, and he served students directly as a counselor and counseling faculty member at Lemoore College and Hartnell College. Throughout his career, he has worked across instructional, student services, and administrative settings, bringing together diverse perspectives to address complex institutional challenges. His varied background provides a unique perspective on using data, collaboration, and effective systems to strengthen institutions and improve student outcomes.
